There have been some changes from 2003. There's the new Distict 12, which is Philadelphia County. And District 1 has picked up an additional AAA team, bringing their total to six, with the fields expanded to 24 for both AA and AAA. Interestingly, with two talented teams in District 1 AA - Gwynedd-Mercy and St. Basil - only one can qualify as a team. But should five members of the non-qualifing team make it as individuals, the PIAA tells PennTrackXC that the five would be scored as a team at States. That liklihood of this scenariou is highly improbable, but... that's why they run the races.
