If your school is splitting their team between the Penn Relays and another meet this weekend - that's totally within the rules according to the PIAA.
The rule was suspended for T&F for Spring 2005.
"The Board of Directors unanimously voted to suspend the application of Article IX, Representation, Section 4, Multiple Teams at the Same Level of Competition, as it pertains to the 2005 Spring Sports of Boys' Tennis and Track and Field. This suspension of application for the 2005 season of Boys' Tennis and Track and Field was implemented to permit member(s) of a team to represent the school in competing in one Contest while the rest of the team competes, on the same day, in another Contest. This is intended to address situations where some top athletes may choose to participate in a Contest involving more elite athletes while the rest of the team competes in another Contest."
